IMHO, I don't see any reason to be stating a value in an auction description, especially when the seller knows that the value they are stating is VERY outdated. It is pure puffery designed to drive the price of a chip up higher than it normally would go.
Take a look at some of the sellers of rare (really) chips like James Campiglia or Bill Akeman. You will NEVER see a value stated in their descriptions.
In reality, the market or the bidding sets the value.
