They aren't Win-Cards chips, but Sahara in Las Vegas has a long-running deal for NCV chips. It's something like $50 in chips for $40 purchase. Chips are $5 face, non redeemable but otherwise playable like any other chip. You need a coupon, available in the LVA coupon book, or ask for one of the Sahara coupon books at the players' club when you get your card.

I see Sahara also has a new EZ Money promotion where they give you $10 in something that's playable when you sign up. I haven't used it and don't know whether it's a paper coupon or NCV chips.
