They are from the Pioneer Hotel & Gambling Hall in Laughlin NV. I have a stick dated 1/22/93 of them, manufactured by Paul Son.

You can often catch unreliable eBay seller, who try to sell them as "Pioneer Las Vegas", because it's closed, more famous (Vegas Vic...) and the dice are much more valuable than the ones from the Pioneer Laughlin...
