The person or entity that ordered the chips is what is on the card. Of course it could be for a third party - but this sounds a lot like "back room" action to me. The quantity is certainly sufficient for a game. As for humidity and back room card games - if humidity stoped a card game everything south of the Mason-Dixon line would have been card free. Doubt that! If someone has a city directory a listing for C&C would be illuminiating. As for humidors in Nebraska - well it probably was not Davidoff of Mandalay Bay shopping mall. But even if they were snooty about their stogies, cards and cigars were a perfect match for a back room - doubt it was smoke free!
