All circumstances should be taken into consideration in each individual case, and I'd think that the passage of time, and court ordered penalty requirements met, coupled with genuine remorse and possible positive input from the real victims of a violation of the club by-laws would fit such a set of circumstances.

...again, I'd hand the Herz family a final veto of any consideration of a reinstatement in this case.
