I had a similar experience where a loose chip was sent to me in a plain white envelope. To me, it looked like the envelpoe was deliberately torn on the corner, as the envelope was very clean, and didn't show signs of being mishandled by a machine.
I don't remember if the seller was a chip member or not, but they did replace it for me.
My big beef with the USPS, is that I've had numerous money orders disappear. It seems to be much less of a problem now that I've switched to using Postal Money Orders. From what I understand, it's considered Federal Mail Fraud to try and falsley cash a Postal Money Order.
