If casinos would have played their cards right (still not too late), they could have issued a "Turn-of-the-Century" LE this year -- and still would have been correct (safe) by issuing a "Millennium" LE anytime during year-2000.

Personally, the way I view this: a person is not 1-year-old before their 1st-Birthday. Thus, the next Millenium would actually fall when a unit of time following the last unit of time in year-2000, and the next millennium starting at 00:00+ on 01.01.01.
Now wouldn't that make a nice chip: "00:00.01.01.01?" <g>
