No, I never said that at all. I would never expect someone to do that kind of research. My point was that Charles wasn't trying to squeeze something by anyone. He was quite straightforward with what he was planning to do, to the point of posting about it on a very public message board and requesting feedback on what he was doing. He wasn't trying to be secretive about it. That would lead me to believe that there was no intent to cheat anyone.
