the Casino Windsor issue and the Hard Rock, Frioday the 13th issue are potential candidates in two differnt years of eligibility.

If I am not mistaken, the Casino Windsor issue is a 2003 release and is currently eligible for COTY nomination.

The Hard Rock release will not be eligible for COTY nomination until this time next year!

The OTY contests are run from the stand point that only nomination criteria is established. Those who are eligible to vote in the judging process are un-restricted in the manner in which they make their selections.
