Go to a stamp show and lots of dealers have Graf Zepelin stamps for sale. Dealers pay premiums to have desireable items for sale in their cases. If every stamp collector had Zep's there would be no premium paid for them. If every chip collector had every Hard Rock chip, dealers would not be able to sell any to customers who don't have them.
Beanie babies were purchased at issue price at hundreds of outlet stores across the country by thousands and thousands of "collectors". Hard Rock chips are only available at issue price at one location in Las Vegas ... and the number of Hard Rock collectors (demand) are growing. Those who have not started collecting will have to pay premiums if they wish to begin. Those who are not "in the hobby" today, will have to purchase these chips tomorrow (at premium prices in all probability).
Yes, Hard Rock could make it easier on the chip collector if they issued more chips... but they don't want to do that for some reason. It's their business. So blame Hard Rock.
