This scam has been around for a bit.

There are several others going around also.
There was one from PAYPAL telling me my account has been suspended [ I don't have one ]

There are also several other versions of the one you mention in your post.

The easiest way to know it's a scam is if they ask you for any personal information, acccount information, bank info or credit card numbers.
