I've only had one problem with the USPS lately and it didn't involve chips, thank God.

Mine involved a Christmas card that was addressed to a woman in NJ but delivered to my address (Massachusetts). The card was postmarked Australia (no return address) and they didn't include the zipcode. I looked up the woman's name and found the address was correct and that she was around 80 years old. I wrote the correct zipcode on the envelope and dropped the card into the mailbox the next day when I went to work. This took place the week before Christmas. Two weeks later it arrived at my house again. The next day I took it to work with me and dropped it into a Boston mailbox and figured that was the end of it. Not so. This past Thursday, it was again in my mailbox, with the envelope torn at the edges. This time I typed a dissertation similar to the above, taped it to the envelope and implored the USPS to deliver it to the elderly woman. There must be some kind of postal code on the envelope for it to keep coming back. So far, so good.
