In a preemptive move, the proposed initiative also gives the Native Americans an exclusive 99 year right to slots and Las Vegas-style blackjack, craps and roulette. This would prevent the race tracks and card clubs from getting into these lucrative areas. These special interest groups have been working on their own initiative and recently lost a lawsuit contesting the monopoly on slots.
For non-Californians, intiatives amend our state constitution. The well-funded Native Americans won the last two initiatives by a healthy margin. There was some oppostion from Nevada casinos then, but with Caesars, Stations, Harrahs and Trump now partnering with various tribes in already operating casinos in California, there would seem to be little likelihood of any funding from similar sources this time.
