I recall a few months back when we had a phantom poster that his IP address was traced to AOL and it turned out that a number of other posters had that same IP address. I would guess that earhtlink and other big providers use the same approach of having a pool of IP addresses that get shared among their users and so there will be some duplication - just as all those behind a company firewall share one or a few IP addresses.
