2Chippers poll security enhanced

At the recommendation of Jane Voller, Archie Black, Andy Hughes, and others, I've made some changes to the 2Chippers polling system that will go a long ways towards protecting it from wise-guys who have enough idle time to sit at their computers and vote multiple times.

The system will now only allow one vote per IP Address. This means that each person will only be allowed to vote once unless they change their IP Address. The only way a person can change their IP Address is to log-off and log-back-on to the Internet (very inconvenient), or to use another computer (again, very inconvenient).

This will prevent any accidental double-voting, and it will make it much more painful for someone who wants to intentionally bias the data.

The one inconvenient side-effect of this new security system is that if two people are located behind the same proxy-server (such as when you work at the same company which has a firewall), only one of them will get to vote because their individual IP's are not accessible, and instead, the IP Address of their proxy-server/firewall is picked-up and makes them look like the same person.

This shouldn't effect most (if any) of us since we're spread all over the country and aren't behind the same firewall. If however, we find out that it effects more people than expected, I'll have to address it at that point.

I hope this helps put everyone at ease over the system - especially since the results are for our own entertainment purposes, not for use in making important decisions.
