A Cordial glass typically holds only 2-3 oz. of a liquer. This glass looks bigger than that. Also, the shape of a cordial glass's bowl usually resembles that of a wine glass.
I'd say it's a glass for serving "champagne to the masses". An inexpensive, rugged glass that would stand up to "free champagne for everyone!" at a New Year's Eve celebration in the 1950's. You're unlikely to find this shape glass sold any more.
