My definition of an obsolete chip is one that cannot be used for its intended gaming purpose.

Since there is no place to play Binion's chips, I'd say they are obsolete. However, as with other obsolete chips that eventually are adopted for play again, they could become active (or live) chips at some future time.

In other words, Obsolete is not an absolute, permanent chip category but an indication of the state of the chip today.
