Chips are not defined as "gambling devices" in NV.

Gambling devices require a gaming license to produce and sell. Chip manfacturers do not have gaming license UNLESS they are making roulette wheels, big 6 wheels, slot machines, and similar gambling devices. No chip manfacturer in NV is making these devices at this time. BJ and PS both gave up their license after the B&G buyout.
