I don't think Jack ever had any problems in Vegas or with the licensing commission. His dad and brother did but Jack was always well respected in the town (by the employees, players, and other casinos from everything I've read). I think Andy pointed out that he still had a license and still technically owned part of the LV property. There was a lot of infighting within the family and this was part of many reasons why Jack went south.
