Don, I was in the art business for a number of years. I saw plenty of fakes WITH certificates.

Its a lot easier to fake the certificate than the chip. As far as i'm concerned the certificate is useless. The sellers credentials weigh much more heavily than some fancy piece of paper with a pretty gold seal on it.
