Schizophrenize yourselves. Create two organizations, one a chapter of the CC>CC, one a separate local collectors club. Maintain two separate membership lists, one with the names of those who are members of the CC>CC, one with the names of those who are members of the collectors club (some people might choose to be members of both).
Then, hold joint meetings of the two organizations. The local collectors club members wouldn't even have to attend the meeting as "guests" of the CC>CC chapter, they could attend as full-fledged members of their own club.
This would take the "membership" issue entirely out of the hands of the CC>CC and would leave in local hands control over local matters. Heck, you could even have two sets (or partial sets) of officers, one set of "chapter" officers who are, of course, required to be members of the international -- and one set of "club" officers who would not have to be members of the CC>CC.
BTW, I think this is sort of what the Colorado chapter did or is doing.
