How is a LE or Comm determined

Does an LE have to say "Limited Edition"? Is the Sigfried and Roy chip an LE. What about those Fiesta chips. Are they house or LE. If a chip has a certain "mintage" listed in TCR does that make it a LE. Obsolete house chips have a definite mintage, afterall that's what makes them retired. If a definite mintage is not shown in TCR could that chip still be an LE. A date doesn't make a chip a Commem. The Orleans had 1996 on it but was a house chip.

Exactly what determines an LE or Commem. I ask this because I wanted to remove the LEs and Commem from my collection. When I got to the Fiesta chips, I gave up.
