I personally find that all the Laughlin casinos are within walking distance with the exception of Harrah's. For that take the shuttle.
In January I sure would not go without a coat if you plan to be out after dark. The wind on the river will go right through you.
Usually stay at the Flamingo but that is on one end of the 'row'. Fair hike up to River Palms but mostly go from casino to casino.
Just my opinion.
