Interesting Vegas stories but...
1) It wasn't Vegas World that was wallpapered with money. It was Stupak's Million Dollar Museum which "burnt down" and became Vegas World.
2) Every book I've read about Howard Hughes indicates that he never left his bedroom at the Desert Inn during his last stay in Vegas and wasn't helicoptering around the grand opening of the Landmark.
But, what the hey.....
