I have not heard anything about the possibllity of casinos opening but this is the same method as used in Japan where gambling is strictly illegal. The gambling is done in Pachinko parlors with Pachinko machines and (normally) Ballys slot machines. You purchase tokens or balls for the machines. If you are a winner when it is time to leave you go to the back of the parlor where they will trade your balls or tokens for a hand full of pencils or other "worthless" items.You then leave the parlor and go around the corner to a small window where a person will purchase your pencils for (strangely enough) the exact same exchange rate as you paid to get the balls or tokens in the first place. No gambling took place, just a very unusual sale and repurchase. The Yakuza (Japenese Mafia) controlls a large portion of these parlors.
