Now, since they consist of 1 ounce of .999 Silver... and CAN be exchanged for the melt rate (money, cash) for 1 ounce of Silver at any jewelry store or coin shop in the country... Might they fall under a broad umbrella called "tokens"?
If you don't agree... IYO, how would the numismatic crowd define "exchange for money"?
