Right. Supposedly only 400 were released to the public initially, and the rest were given to some of Harveys' high rollers who were there for the "millennium" celebration. Some of the chips were cashed in and eventually put in play on the tables.

You'll notice Harveys got it right by commemorating Year 2000, not the millennium. But we've seen that debate on the board before.
