Dirt (dust/lint) on the receptors will cause that kind of streaking. How dust or dirt gets inside a scanner is a mystery. Did you bump it recently?

The streaks are consistant the whole length of the scan.

It makes sense if the bulb is going that the ends would not have the same color as the center.
