Looks like an accident with J-B weld...
The lightening is exaggerated to show detail...
The surface is uneven... so I always suspected whoever did this kept their day job (or went to prison)

Any info or enlightening (can be exaggerated like my scan ) would be greatly appreciated

PS - yes this is a real scan of a real messed-up coin... no "Adobe-creativity" from me.
