The Sycuan Feather chips were used for promo's. The casino had events and handed out the low value chips to people attending the events to get them to the tables. The chips were NCV, ie: you could not cash them, and they were not used for payouts at the tables, they just went back to the cage for future promo's. The higher values went the the event crew, and the higest values to the headliners at the events so they could play.
