I am an advocate of keeping pages small enough to fit on a single screen, I think scrolling detracts from the presentation.

I know this is difficult because people use different screen resolutions and window sizes, but you can design your page for "a typical configuration"

The exception to the no scrolling rule should be where you have what amounts to a list that is so long and not susceptible to catagorization that breaking it into pages and having to navigate between the many pages would be inconvenient.

Looking at your website I see your left frame is long enough that you can't view the whole thing on one screen. Rather than duplicate that without frames consider splitting it up or shrinking it down, also sometimes a horizontal navigation bar makes more sense (like the Chipboard uses).
