What this means is that the number is from an IP pool that is randomly assigned to dial-up users. Every time a dial-up user logs-on, they get a new IP address, so without the ISP's logs, you can't identify this person, and there's no way an ISP would divulge such information without a warrant.
So all we can know for sure about this person is they live in Las Vegas (no surprise there). That should narrow it down to a few hundred of us
