Gene ----- it wasn't the cards issued by the millions which ruined baseball card collecting, it was the limited issue "chase" cards and other high value specialty cards that were available in very limited numbers and made it impossible for most collectors to obtain truly complete sets of most cards.
Unlike most chip collecters, the ability to complete a set is very important to many/most card collectors. Either a year set of a particular manufacturer, or all cards issued for a particular team or player. Similar situation for some chip collectors, but probably a smaller percentage (except maybe some who try to collect complete sets of a particular casinos chips).
No doubt, the hobby will self-police to a certain extent (that is, if LE's don't sell, casinos won't issue them). But, I think it's a shame that our hobby can't learn from the bad experiences of others and avoid the same mistakes they made. Something about those who don't learn from history are doomed to repeat it.
