It's a scam.
About 2-3 weeks ago we got the exact same email. If you go to a (real) ebay page and click on the link to the user agreement, you'll see that section 5.1 involves listing fees...NOT passwords. Also, notice that "safety" is speeeld rong in the email. After that one, we received 4 others. The first 4 were just after our password, the fifth asked for social security number, name, address, credit card information, birthdate, mother's maiden name.....etc., etc. etc.
To report it, forward the entire original message to spoof@ebay.com.
