You are not mistaken. The southwest area around Evansville and the the northwest area around Gary don't do it. I think that is even MORE screwed up. I used to wish we had DST coming from Illinois. But now with 3 little girls who won't go to sleep until the sun goes, I'm glad we don't have it.
