Hi Rick -
I have run into slowdowns a few times with my DSL service. What I have had to do in the past is take the entire network down - I have three computers connected through a Linksys router to the DSL Modem - and unplug the modem from the power source and let it set for about ten minutes then then bring the whole system back up. Plug the Modem in first, then power up the router and computers. This usually clears up the problem.
