If you know a die maker, you are looking at something in the thousands of dollars. Then you should be able to make chips (injection molded) by hiring someone to run them. The break even point is roughly 250,000 chips if sold at 25c each. Putting on an inlay or hot stamping will add to your cost.
Cheapest way I have found so far is buy used chips, see Gene's note for somoene who also sells chips.
There are some others who will do custom designs, initials hot stamped and values, for an inexpensive fee. Roughly 5-8c a chip last I looked. Or if you want a logo die made $250 and then per chip for hot stamping. Chipco will make then with the Unicorn mold and other designs.
