Gene you say "Casinos bay taxes on the bad markers" is incorrect. With the way the NGC-1 & NGC-31 works, casinos only pay on what they collect. They claim Gross Revenue on one page which is the Statistical Drop less Marker Credits ($ transferred to the Cage." When they start collecting the $, it is claimed on the second page as "Collections in Areas Other Than the Pit", so if they don't collect, they simply don't pay. Same with settlements (inducement to pay off a portion of the marker - hey 80% of something is better than nothing, plus it's all play money to the casino until payment)- only pay what they collect. Same concept, but a little different for RCC's (Returned Casino Checks).
Gene - ask your Controller to show you how the NGC's work!
Also, most casino use Central Credit whcih does link most casinos in the counbtry and can tell you if so and so owes whatever at the MGM, Mirage, Caesar's AC, wherever. Also, shows approximate credit line and if he is a good credit payer. The average credit collection rate over the last three years in NV is approximately 96%.
Someone else can explain table games & Regulation 6A later!
Hope this clarifies somewhat.
