When we flew out of Chicago (Midway) our bags were locked, we were unaware of the new procedure. The agent at the counter said that was o.k., we could just stay there while they x-rayed and unlock if necessary.
Flying out of Vegas to come home, we left them unlocked and requested that we stay while they screen them, then be allowed to lock them. Our request was granted.
If possible, I'd think it best to have the chips in binder pages, as opposed to tubes or boxes...due to the mass (at least in the checked bags).
Any that you carry on, I'd have in a clear container placed in the bin that passes through the xray equipment. When we flew home, we had chips, a metal ashtray, a couple of money clips, and some other stuff I can't think of, but it would have looked odd on the x-ray equipment. I put it all in baggies that I placed in one of the bins. The screener held it for a minute, looked from screen to bin several times....was able to see everything, and didn't trigger a search. After it was cleared, I put it in the carry on.
Good luck!
