Sounds unconstitutional to me. If the rationale for the legislation is a ban because of an

"industry that is bankrupting families and facilitating money laundering by terrorists"

the same argument could be made about gambling everywhere. I don't think ban this will come to pass. Maybe more stringent reporting, but not a ban on how you can use your credit card or personal check.
