I'm just curious as to what has been banned - the use of credit cards to pay for online gaming sites based in the US, or the ability of people in the US to use credit cards to pay for online gaming elsewhere? And how can it be enforced?

It doesn't affect me personally as I'm in the UK and I don't bet online - no chips to collect!!! - but I would be interested in learning about the details.
