There's more than one "eye in the sky".

Click on the link that Ross provided, showing the colors of the AC chips and inserts. You'll see that the higher denomination chips have more edge markings. The casinos aren't toooo concerned about someone slipping a "ringer" into a stack of $1 chips. They're more concerned about the higher denominations.
