When I wote my CityLife article on the $25 HR Hagar chip, management made it a point to say that a substantial number had been placed on the tables. They never specifically mentioned gaming requirements or the number released at the tables -- but were adamant about making that fact clear (or, semi-clear). That's the toughest chip I know of, and they wanted it known that it was put into play.
