No, I misstated the statement. I realize that any stamp can be used. What I was referring to was as a stamp collector during and just past the war years, I remember paying over face value for plate blocks and now apparently the same stamps although 50 years old, can be purchased for less than face value which means that I lost money as a stamp collector.
