Greg is correct. The first indian "casino" was most likely a bingo parlor, though the Native Americans have a history of gambling that goes back thousands of years, of course. Here is a scan of some chips from the "good old days", before indian gaming was accepted nationally. This small illegal club was run on and off for a couple years in the 1970s in Washington state.
