Bob; I have lots of sympathy with your well intentioned thought... but all these fraudulent sellers will do is don the sunglasses routine and change their seller ID if such a list is posted.

Until Ebay's Safe Harbor gets their head out from where the sun doesn't shine and revokes their listing privileges .... this on-going problem will continue for a long, long time.
