I send feedback, when payment is received. The buyer has done their part.
When I buy, I send feedback, when the product arrives, as advertised.
I appreciate positive feedback, but don't beg for it, or hold my part of the deal hostage. Maybe that's why I have only a 80 rating after over six years of buying and selling on eBay. (since 1996)
As we have all seen, some people with high feedback, can turn out to be creeps and blow-hards. Most buyers won't apply a Negative for fear of retaliation, so what does that leave us with?
As for nightmares, I don't know what someone might complain about if I send what I advertised? Yes, loonies exist, but most people are very pleased when they get what they paid for.
The point is, that having someone Blackmail me for Positive feedback, is enough that I would never buy from that person again.
"I'll send your feedback when you send mine." "No I'll send yours, when you send mine." ... or get off the pot." A poker term no doubt? lol
