The Las Vegas Club gave a chip with a BJ one time. I know a chipper that lost $800 trying to get them.

I have tried every way possible to issue chips, including putting them on the tables only. My way is the best for me.

No chipper in 2 years has complained about being shut out as long as he got there the 1st week or so. My cashiers work hard to find a certain chip for anyone that asks. Many times they will watch for a chip and hold it for someone.
Again, it takes a little education and a lot of work. If you are issuing chips, every one involved must try to help.
