The large 'dies' that are used for the frames, etc. can be purchased 1-up for around $10-$15. This steel-rule die has a wood backing that can be hand-pressed through whatever you're trying to punch. You'll have to line up the holes manually, but you'll get the same quality a punch as the pre-punched matting.
