...shouldn't be taking it upon himself to return properly addressed mail to any location unless he knows for sure that the location is vacant!
No wonder the USPS claims to be losing money on increased revenues!
I'd expect my carrier to deliver mail sent to "Macaha Bob" or "Ronald Reagan" or "Krusty the Clown" to my mailbox as long as the address was correct. How is he or she to know who might be visiting me that week?!?
How could any carrier pretend to know that multiple pieces of mail addressed to a specific name and proper address were all sent by mistake? ...and increase the overall costs for delivering the mail by sending all of it back?!?
If what you have described had happened to me, my local postmaster would have gotten an earful.
